About the Candidate

Randy Harper is a 28-year Cypress resident, an emergency manager with the Orange County Social Services Agency, and a former Battalion Chief in the fire service. With more than 40 years in fire and emergency services — including roles as a Fire Marshal, Arson Investigator, 25-year paramedic, SWAT Medic with the Monterey Park Police Department, and Emergency Operations Center Manager for the Orange County Sheriff's Department — he brings a career of accountable, prepared, people-first leadership to his candidacy for Cypress City Council, District 5.

Randy is also a former small business owner and former Chairman of the Los Angeles County Fire Department Credit Union Supervisory Committee, a $1.5 billion financial institution. He and his wife Joy, a retired Cypress elementary teacher, raised their family in Cypress. His campaign is focused on public safety, fiscal stewardship, transparency, and protecting the parks, schools, and programs that define the city's quality of life.
