Randy Harper is an emergency manager with the Orange County Social Services Agency and a former Battalion Chief in the fire service. Over 40+ years in fire and emergency services, he's learned what real leadership looks like — accountable, prepared, and focused on the people.
Randy and his wife Joy, a retired Cypress elementary teacher, have called Cypress home for 28 years. They raised their family here because of the schools, the safety, and the neighbors.
