After completing Randy's career in the fire service, Randy Harper went on to build a distinguished record in emergency management, including service with the Orange County Sheriff's Department during the global pandemic and multiple countywide emergency incidents. Randy now serves as an Emergency and Safety Manager for the County's largest agency, the Social Services Agency, where he leads critical preparedness, response, and safety initiatives that support and safeguard the region's most vulnerable community members.
Randy has also put those values into action locally. As a member of the Cypress Traffic Commission, he helped advance practical solutions that improved traffic flow and made streets safer for families, seniors, and pedestrians. He understands that effective leadership requires the ability to think on your feet, listen to residents, and focus on real-world outcomes, not political games.
Randy and his wife, Joy Harper, a retired Cypress elementary teacher, chose to raise their family in Cypress because of its outstanding schools, strong commitment to public safety, and close-knit community. Cypress has long been a city that gets the basics right, supported by active community organizations and a local government focused on serving residents.
Today, Randy believes Cypress is at a crossroads. Recent decisions by the City Council have moved the city away from its common-sense roots, prioritizing divisive and polarizing initiatives that risk weakening what makes Cypress special.
Randy, a 28-year resident, is running for City Council to bring Cypress back to the basics: supporting public safety, promoting transparency in local government, strengthening programs that serve residents, and protecting the parks and green spaces that define our quality of life. When elected, Randy will keep Cypress safe, united, and working for everyone.
